What CPU is a good match for my 2x8gb gskill ripjaws 4 2400mhz? I'm not into OC, but please put OC-able CPUs just in case I change my mind. I am open to both AMD and Intel options. Thanks!

You done well there. Id say you'll be fine with any B350 chipset mobo with the components you've chosen. Pcpartpicker is a very good site to check these things.

Reckon your next step is to find out which B350 board is the best bang for buck, useful features, decent capacitors and cooling. Many sites would include such details and conclusions.
best entry level cpu $100 r3 2200g vs i3 8100

best budget gaming cpu $200 r5 1600 vs i5 8400

pair it with 1050ti and you get yourself a nice entry level gaming pc. that can handle 1080p in med/high settings 60 fps.

you can oc amd cpu with b350 or x370, you can't oc with i3 8100 or i5 8400

anything higher such as the 8600k, 8700k, 1700, i would suggest you to get better ram.

So, can we assume that the ram is safe to use with Ryzen? With regards to gaming, I am happy with 1080p.

Both Ryzen and Intel DDR4 series require 1.2v to operate and both platforms accept upto 1.35v for faster DDR4 memory. All DDR4 is either 1.2v or 1.35v and are mostly compatible. I say mostly because Ryzen's can be picky so if you can, stick to the QVL list of tested memory for a particular mobo you want if you go AMD.

Agreed with zyh1987's build suggestion above

What if I tried Ryzen 5 1600x + MSI B350 + gskill ripjaws4 2x8gb? Would this work?

I've tried some b350 boards like the asus b350 prime and the msi b350m mortar and they showed no incompatibilities.
I used a Ryzen 5 1600 for the cpu.

How bout Asrock AB350M Pro 4, Gigabyte AB350M-HD3 and the MSI B350M Tomahawk Arctic?

No X370 for me due to budget constraints.

at this point, memory running 2400 Mhz should not cause any issue, anything lower than 2666 are fairly standard, 3000 is usually the line when people are seeing compatibility issues.

the reason people wants to use faster RAM (beyond 3000) is that besides the obvious speed increase in ram itself, there is a internal transport link called infinity fabric that runs proportional to your ram speed. increase the ram speed will also increase the CPU performance to some extent. If you want to read more about them, you can read up on infinity fabrics.
