Motherboard not functioning?

Okay so I sold some PC parts because I needed the money and am planning to buy new hardware (cheaper) so I can at least use it. I have an msi x370 gaming carbon. When I turn it on the CPU and fans turn on but the RGB doesn’t. I don’t have a graphics card installed or ram. Is this the reason it wont light up? I havent bought anything because I fear that I spend the money and then continues the problem. Can it not having a GPU or RAM be the problem? Or should it light up even if it doesnt have any GPU or RAM?
Its weird because the RGB on the CPU cooler turns on and the fans turn on as well, it looks as if The mobo didnt have rgb and the computer is ok but im not sure because I dont have a GPU or RAM to test with.Any insight would be appreciated

Well you must have RAM and a GPU (unless you have Raven Bridge) to boot up on AM4 board at all so I would not be surprised if the RGB (or any other features) didn't work. Without RAM the computer literally cannot do anything and fails POST instantly. Simple LEDs like the debug ones or the ones on the cooler should work as long as the PC has power as they just eat electricity and output light. As the RGB ones are a bit more sophisticated they may need an actual functioning computer to work.

I'd wait until you have the RAM and GPU and then test the board. Perhaps someone else here has tried starting a RGB board with no RAM and can share what they know. Worst case scenario you have to RMA the board.
