So im build my own pc today and i want to ask is that okay if im screw the cpu cooler too tight ? or it will damage my cpu ? or it should be not too tight im so afraid i will broke the cpu (sorry for the english)

Most CPU coolers have some kind of stop on screws or washers to prevent over-tightening. Just make sure you mount them strictly by manual and don't force after limits are reached and you'll be OK.
