Can somebody please tell me if this can run fortnite and at what settings.

No, your GPU compares to that of Intel HD 620 (Which is really trash)
Your CPU is bad/fair
Your Ram is fine, 8gb on a notebook/laptop is enough for notebook gamers. DDR4 too!
HDD 1TB has little to nothing to do with performance.
It's a ~$450 notebook (According to Amazon)

I couldn't even find your GPU OR CPU in the list on my game checker...
you may want to check for yourself I may have missed it:

Lowest possible settings, 0 eye candy on, bare minimum until rendered unplayable, would give you a steady 10-15 FPS walking/idle and 5-10 FPS in a little firefight.

Cpu = soldered into motherboard
Gpu = soldered into motherboard

Only option is to go eGpu but for this u need extra psu and gpu. If you try to play it without egpu with all minumum and somehow get 20-30fps you could try overclocking your cpu and gpu with amd overdrive and seetting Windows power settings to performance maxmium only.
For latter you need good thermal paste and maybe even new cooler or other solutíon if you go higher
