HDD makes noise on load on SSD system

Hello,
recently my PC is behaving weird - though windows are installed on SSD (evo 850 250gb), every action I do (opening and loading web pages, opening/using software etc.) feels like it's on HDD (WD Blue 1tb) - slow and noisy (I know how my WD blue sounds). I'm pretty sure every browser or software I use are installed on SSD, but whatever I do is hdd'ish slow and WD starts the noise.
What the heck is happening?
I have newer Toshiba 1tb on same build and no problems so far.

Of course OS is installed on SSD...
What should I look for in performance tab? It monitors only CPU and RAM work.

Well the only way your hard drive would be used for windows processes is if the OS was installed on the HDD.

It should show a lot more than that. You sure you're in the right place?

I'm on windows 7. On performance window there's "Resource Monitor..." button, there are some additional menu bars : "Overview", "Cpu", "Memmory", "Disk" and "Network".
Once again, I'm not totally dumb as it may look; I know my windows are on C disk (SSD), and HDD is just an additional drive for media storage. But pc behaves like it's on HDD. just how I described before.
