Microstuttering in all games ryzen troubleshooting

Hi First my build is:

B350m mortar 1.0.0.6 agesa update

Ryzen 1600 3.7ghz 1.250v vsoc 1.050v

G skill 3200 c16 8gb (4x2) x.m.p profile

Rx 480 gaming x 8 GB stock

Hdd 1 TB Toshiba

evga B3 550w full modular.

In practice i have stutter in every game i play from lol to triple A games this is what i tryed:

I taked out the components from the case and started from my desk,

I have done some cpu test like cinebench for cpu and timespy and superposition bench for the gpu and comparing it online and the results was fine,

Windows fresh install installing all drivers from AMD and MSI without network (i did this many times with different version),updated to latest bios

Memtest overnight 28 pass, swap video card,i tryed my cousin hdd as secondary ,Intel burn test 20 pass,prime 95 14 hour no error, and tested my video card in my cousin pc and there is no stutter,

Checked all Temps while playing 60° CPU and 50° GPU with custom fan profile, and i try another psu with no success.

And i already rma my cpu and mobo and i even buy a ssd but as i expected don't solve the issues.

The only thing i notice when the game stutter GPU utilization go down to about 85/90% like a cpu bottleneck for some reason then go back to 99% when i stop moving.

Also is worth say that my house is not grounded but that should not impact performance as my old pc and my ps4 work without problems.

Can the ram be the problem cause is not in the qvl of my mobo? but that should not be the problems in my opinions but i still have to try with others ram to be sure.

I hope you guys can help me solve this annoying issue.

If you have electricity running to the house. The house is grounded. I notice you have not mentioned a monitor. If your playing on an older television, that may be the problem right there. Try having vsync on, unless your running a 120hz or higher monitor. If your on a tv, play with vsync on.

Sorry i mean all my outlets are not grounded and no i'm playing on a dell u2312hm and i already try with the vsync on with no results i even try with another monitor and cablehttp://
edit:another strange thing is that for example in ac origin benchmark yesterday i got 40 avg fps with stutter ofc and today i got 50??? and i noticed that many other times with same settings and this happens even in games like fortnite ecc. completely random, one time i even play ac origin with no stutter with the 17.10 video driver and the day after i got stutter again lol its like is getting corrupted everytime
 
If the computer is booting, then the RAM not being on the QVL is not an issue.

Go to userbenchmark.com and run a bench. It will test all your hardware and compare it with other entries. It will tell us if something is not performing as it should. Leave a link to the results here.

My cpu is actually oc at 3.8 ghz 1.3v but windows say is running at 3.2 ghz

Man i've been troubleshooting for a month and that was 1 of the first thing i try,
btw the only games that i can play so far without noticeable stutter are bf3 and bad company 2 any other games i have microstutter constantly

I'm overclocking through the bios ofc check the previous link i posted then scroll down to cpuz screen and you see,
but i remember like a week ago or so windows was recognize 3.8 ghz anyway i was changing bios setting trying to solve so maybe i just have to reset and then windows recognize it.
When i play games i use msi afterburner and the frequency in game is allways 3800mhz and the gpu frequency is stable at his frequency everytime too

I did try all software solution i known and DDU was 1 of them with different drivers and i even try all win 10 from 1607 to 1709, the only thing i did not try is windows 7 but i doubt i solve....
and after i started replacing hardware first the motherboard(asrock b350m pro4) as i was getting complete system freeze and i found out that the board was giving this problems to other people and then i never got a freeze with my msi b350m mortar,then i replaced the cpu with a brand new ryzen 1600 and now i'm about to buy a different model of ram just to be sure, if i got the same issues then i just send back to amazon.
