Ryzen 2200g with ASrock A320-hdv fans spinning boot to nothing until pressing restart button on case

I have an issue where the Ryzen 2200g with ASrock A320-hdv combo would turn on to nothing, but fans are spinning and hard drive as well. I have to click the reboot button on my case and it would load to the ASrock splash screen and into windows. Happens every time I turn off my PC. There are no error messages so I don't know what the issue is.

Already RMA Mobo and new one has same issue. Tested my hard drive with windows for errors nothing. Did a clean install of current win10, problem consist. Tested RAM using memtest86 and says no issues. Did a bios update on old Mobo and that didn't help as well.

I have no idea what's going on.

1. Are you certain the power button wires are properly connected to the front panel header of the motherboard?
2. What devices are listed in the Boot Device Priority?

I checked the wires again and everything is correct. Double check with manual and its good as well.

For boot order I only set one to see if there was a confliction. I set:

AHCI: P5 Hitachi HDS7...
