Fan problem help!!

Does the card work?Did the fans spin while you cleaned or you stopped them?
Is GPU normaly operating?
Download MSI afterburner and after you start it up click "Auto" to disable auto fan speed and manually set it to 100% and apply, do they start to spin or they don't work?
Do your fans twitch in any way?
Did you try to apply load?(because some GPU's tend to start fans at 60*C)

Have you double checked that you have re-connected fan header on GPU?(just asking)
Well only thing that you can do is to buy fan replacement if you used blower style and probably damaged Fan controller or burned out fans, if you "probably" damaged fans/fan controller, but wait for other answers cause it might be another thing.
