High GPU usage better or low

I play dota 2 and have 100% CPU usage and 50% GPU usage on average graphics and fps around 60-70
on high graphics I still get 100% CPU usage and 90-98% GPU usage fps around 40-50 and gpu temp 60
I just want to ask whether I should play on high graphics or low is it safe for my graphics card?
and is 70-80 °C(CPU) and 55-60 °C (GPU) safe???

Dota 2 is a more CPU intensive game than it GPU intensive. Your CPU and GPU utilization between average and high graphics makes sense and it's entirely up to you in regards to which settings you want to run it on. It isn't generally recommended to run your CPU and GPU at 100% constantly because it's not good for them so take that into account when you make your decision. As for temperatures, they're not terrible. They could be better, but they could also be worse. For the hardware you have, it makes sense for them to be reaching those temperatures with their utilization. If anything, I would recommend dropping your settings down lower to see if you can lower your CPU utilization or even close background processes that are CPU-intensive instead.

thanks for your reply.. my GPU is not constant its between 80-94% but CPU is mostly 100% sometimes it comes down to 98%. I checked task manager there are no other apps that are using cpu and I have seen many youtube videos with people using core i7 or i5 and there all cores are taking upto 80% usage so I guess its normal for core 2 due to take 100% usage as it has only 2 cores?

It's fully possible that because you only have two cores it's relying more heavily on them resulting in a higher utilization. While this isn't inherently bad, you should be aware that putting your CPU under such heavy loads constantly may reduce its life. Your hardware is relatively old as well so it's possible that could contribute to this. While I understand it isn't in everyone's budget, I recommend looking at possibly upgrading your computer in the near future if you can.
