GTX 1070 AND i5-6402P BOTTLENECK??

Soo here's the thing.I own an i5-6402p and gtx 1070 computer for like 1 year and a half and i haven't notice any "bottleneck" all this time.Since the release the ac origins ,my pc started to feel lees smoother on all games.On WITCHER 3 on ULTRA setting 1080p i get an average of 60-70 fps even with nvidia hairworks ON.The same goes even with The Division / Overwatch / Battlefield 1,etc. The first time i've got under 50-60 fps was on AC 4 :Black Flag or in WatchDogs 2 and finally in AC origins,basically in every game that has the "Ubisoft" logo on it .

I use Gpu Tweak 2 for oc my gtx 1070 but now i'm using MSI AfterBurner and i started to notice that on newer games my CPU is hard stuck at 100% and my GPU won't get higher than 60% buttt in older games like GTA V or some ESports my GPU and CPU are the same as %.
I know that it's 99% bottleneck but for what i've searched an I5-6402p shouldn't bottleneck a gtx 1070. I've tried almost all the fixes on the internet like: unparking the CPU cores,or reinsalling my GPU drivers or even OC my GPU but the results weren't that noticeable. I want to point that even on League of Legends i get around 100-120 fps and that is very questionable for my GPU.

My specs: CPU : I5-6402p 2.8GHz stock
GPU: GTX 1070 ASUS TURBO 8GB (OC sometimes)
PSU: CHIEFTEC iArena 500W
RAM: GoodRam 2 x 4Gb ddr4 2133mhz
HardDisk : Toshiba 1TB 7200 RPM
SSD: SanDisk Plus 240Gb
MotherBoard: ASRock B150M Pro4S

The question is: How can i increase my GPU usage and/or get more FPS while my CPU usage is not at 100% all the time.

Should i change my CPU/PSU or are there any solutions ! Thanks in advance ! And sorry if i typed anything wrong!

Sorry but this is to be expected, any system can bottleneck in the right circumstances. Your cpu is a lower end i5 from 2 generations ago and by current standards is about low end i3 level. The cpu heavy games you mention can all benefit from more than 4 cores/threads, it is just the way newer AAA games are going.

You could upgrade to a 6700 or 7700 (ensure latest BIOS).

okk what can u recommend me for 200$ because this is my actual budget +/- 10$ ,and are there any other solutions soo that i don't need to pay anything :) because it didn't seem to have any bottlenecking 1 year ago with those games only with these new games from the end of 2017/start of 2018

Terrible idea as both those cpu’s won’t run on his motherboard or with DDR4 RAM.

Anyway take a look at AC Origins. The 7600k has a 24% higher boost frequency and 36% higher base frequency than your cpu. Your performance looks about right.

ok soo i should buy an 7600k,thanks a lot and that problem with League of Legends in which i get 80-90 fps and neither my gpu or cpu are at least at 70-80% .Thanks!
 
I wouldn’t buy a 7600k, although it’s faster it not enough to justify the cost. It still only has 4 cores/threads. To be a worthwhile upgrade for modern games you really want the 6700/7700 which have 8 threads.

Leagues from memory cannot use all 4 cores. If I’m right 1 or 2 cores will be sitting at 100%.
