I'm using Intel HD 4000 and the dedicated vram is 512
But I'm using 4gb of Ram
Would the vram increases to 1024 when I upgrade the ram to 8gb?

You can manually set the amount of VRAM dedicated to your integrated graphics. This is done in your BIOS settings. If you increase your RAM to 8GB your VRAM would stay at 512MB as that is the amount of VRAM set aside for Intel HD 4000 specified by the BIOS settings. If your PC does not let you change this number then it is locked. All Windows versions after XP can go over the preallocated VRAM amount anyways.

If you need more VRAM or graphics performance in in general I recommend considering a dedicated graphics card.

Solution
The dedicated RAM is simply RAM that can't be used for anything other than graphics, but you graphics can use more than this if it's available. You can set it to 0 and you'll still have graphics, it only becomes an issue when the rest of the system uses most of the RAM. So by increasing from 4GB to 8GB, it's actually less important to set dedicated RAM to the graphics.
