GPU fans won’t spin bellow 80% slider

I have Sapphire r9 285 oc for 2 years and since 2-3 months I have noticed a strange problem. My fans don’t spin in idle (before they do). In order to start up, the workload on them must be over 80% (more voltage maybe). The second fan will spin only at 100%. When I play, the temperature must raise to 80C (therefore, the card increases the rpms) to start until it is cooled, then heat up again and again... They are not clogged and are greased well. I suspect maybe something with the power supply or faulty fans. Also one of them doesn’t show rpms when I spin it with finger, the other one does. Thank you in advance!

It appears that the fan(s) or the fan(s) controller is failing. Maybe try replacing the fans if you can locate some somewhere. Ebay? If gfx cards weren't so expensive right now, I'd suggest buying a new card.
