Desktop suddenly slows down

A few months after "upgrading" a gpu my pc became very slow where even opening a chrome tab or watching a yt video goes bad. Looking at my preformance i can't really find a bottle neck a preformance check also gives this info

I see the cpu temp is high but should this really impact preformance that much, furthermore i just installed a clean win10 version so malware shouldn't be a problem. My internet speeds are about 55mbps. What am I not seeing or do i just need an upgrade?

Yes if that temp is correct is that what could hamper performance. Maybe you touched the cpu cooler when installing the gpu? Look if a corner of the cpu cooler came loose.
