Ryzen 5 1600x high temps

I completed my Ryzen 5 build and i used my old cpu cooler ( Cooler Master TX3 EVO ) and temperatures are i think a little bit crazy.
Build:
CPU: Ryzen 5 1600x ( No OC )
RAM: Patriot Viper 8gb 3000mhz
GPU: GTX 960 2 GB
PSU: Cooler Master 600W
CPU cooler: Cooler Master TX3 EVO
Mobo: ASRock AB350M Pro4

In bios Cpu temp is 70 Celsius which is bit too much.
When i log in into Windows some programs like Hwmonitor and Ryzen one are displaying 40-50 Celsius which is still bit too much.
I forgot to mention that i have 3 extra fans, 1 on front, 1 back and 1 at the bottom. ( all 120mm )

I don't know what to do.

So after a little searching you cooler is compatible with the AM4 socket so that's a plus. However this is still weird. Maybe the cooler itself is a little dusty and needs some TLC.

However I have the 1600 and right now while I'm typing this my hottest core is 47 using the stock AMD cooler.

I cleaned old thermal paste and applied new one and there is no diffrence. But i red on internet that Ryzen 1600x have offset of 20C.
Right now when i am typing temperature is 37C+. But when i enter BIOS it's 68-72C, does CPU work 100% when u are in BIOS?
I tho of buying new CPU cooler, something like Arctic Freezer 33 PLUS.

A single core works at 100%.
