PC Hardware/Software issue?

I have a custom built PC,built in June of 2013. Until now never had a issue with it.I was playing a game tabbed out and switch to another program which caused the screen to freeze and go gray. I rebooted the computer after waiting for a while and realizing it was not going to work itself out. Rebooting the computer would boot the monitor,flash the bios screen and then send me to a black screen with the windows logo loading screen. It would hang there for a second before sending me to a black screen after which the monitor would go into rest mode and display the message no HDMI signal. Seemed pretty simple either the HDMI cord had gone bad or the graphics card was malfunctioning. I spent the next day messing around and can say 99.8% sure this is not a graphics card issue nor HDMI cord issue. I wiped the hard drive and fresh installed my copy of windows(windows 8.1 since I got it when I built the PC) which would allow the computer to start up and bring me to the desktop. I then updated my drivers(most of which only had updates to 2015 before manufactures stopped making new versions.) At this point the computer was still stable and I could do things like go to google and what not. the strange thing is if I say clicked on razor synapse which was asking to be installed it would black out the screen and sending me back to the windows black screen with the loading logo and then it was like the same issue all over again it would boot past the bios screen and no farther. I went through the whole hard drive wiping fresh install process again and tried skipping razor but instead downloading say steam and it would again kick me back to the black screen loading logo and then tell me no HDMI input. Is this some kind of hardware degradation, virus,or possible power surge issue? I am genuinely confused at this point the only thing I can think to try is to replace parts one by one till something works starting with the hard drive, any ideas???
