Both configurations are not ideal for a gaming PC; even the most budget one. You will end up having to either upgrade your RAM or graphics card soon after you realize how bad the performance is. I recommend just saving up until you can get both 8GB of RAM and a GTX 1050. You are setting yourself up for problems.

If you're playing lighter games like Starcraft, League, DOTA, or DX9 games I would get a GT 1030 and 8GB of RAM and it would run OK. If you try to play heavier games with a GTX 1050 and 4GB of RAM you are going to run out and have issues.

Well 4GB is not playable now.
I suggest you take the GT 1030 and 8GB ram pc, because with 4GB all games will get stutter (mostly now these days).
Also overclock the GT 1030 to get extra performance for free.
What are the CPUs from these two builds?

I'd get the 1050 2GB for now along with 4GB system RAM. Cheaper to upgrade the system RAM when needed than the gfx card. Especially at today's inflated GPU prices. Most games that play well with the GTX 1050 will also run on a 4GB system.

The kinds of games that need 8gb ram to run on medium settings need more than a 1030 to run at medium settings. The 1050 will run games better but the lack or ram may cause framedrops and stutter.

So you will have to compromise no matter what you choose between these two. I'd rather have the 1030 and 8gb, since I'm willing to play at 720p if that's what it takes to have more than 4gb ram.
