GTA V low FPS on good Hardware

Hello, I've had some unusual trouble with my GTA V recently. Whenever I'm playing with high settings (not ultra) I only get 35-40 FPS which really isn't a lot. But the weird thing is: I haven't been playing GTA for 2 month and before that time I was getting constantly 150-160 frames. I have got the most recent drivers for all my Hardware. Here are my specs:

2x Intel Xeon E5-2610 v4
2x RX 480 8GB Sapphire Nitro+
64GB RAM DDR4 2400 MHZ
512GB SSD
Windows 10 Pro

I know it's not really a gaming pc but it works just fine.
 
Solution
Try reinstalling the drivers via AMD's clean install option where it removes the old driver first. My guess is you just had a bad driver install.

That said, it could also be a MS and/or Intel update for the recent security flaw found in CPUs. It especially affects systems with older CPUs where performance is concerned.
