Hey guys i am having problem with GTA v i am getting around 60fps and just another second it changes to 45 and than 50,25,56,34 ,.......and so on and due to this sudden changing of fps it has become unplayeble plz help me why i am getting this sudden fps changes and also it's fix

Well there is your issue. Your 610 couldn't even reach 30 fps and then you upgraded to a gt 1030.
A card that also cannot handle gta V at low 1080p. The gt 1030 might be able to hold 60 fps sometimes if you go down to 1280*720 at low but don't hope for it.
You essentially upgraded from a gpu that was never meant for gaming and way underpowered to a card...

For gaming, especially with more recent, updated and more demanding 3d game, any card under x50 will have issues running the games.
Return the 1030 and get at least a 750 ti / 1050.

When the game is running, monitor your GPU and CPU usage.
In your case, most likely the GPU is at 100 % .
Since I don't know what the rest of the pc is, I cannot tell you what else could cause problems.
For cpu, anything under core i3 and fx-6300 will also hold you down.

Dextermat May be you right but i just played it in my old gt610 at low settings and was running flawless at almost constant 24-25 fps and even if we not consider that case than also i am sure that i can run GTA v at lowest setting by my new gt1030 but ithe problem is same at both high and low settings also i wanna tell that i am having i3 3220 processor along with 8gb ddr3 ram

rgd1101 my gpu temperature is about 51°c i checked it by Mai afterburner and my phone got hang at that point i pressd down vote mistakenly i am new to the website and i don't know how to change vote again

The 1030 is above min spec for GTA V but min spec for gta V means that the game stays at 30 fps at 1024*768 at low.
