Can the MSI 760GM-P34 Handle The GTX NIVIDA 1070, 1070TI or even the 1080? looking to upgrade my GPU. sadly wasn't smart enough at the time to make my costume build. It's not the motherboard or your graphics card even that is the problem but the processor. Any CPU on the AM3+ platform is going to limit the performance of a GTX 1070 or 1070 Ti or GTX 1060. Your FX 6300 processor is the weak link.

You do not need a GTX 1070 to play League of Legends. A card such as a GTX 1050 would be more than enough. That game requires not much GPU power at all. I've run it on laptops that don't even have a GPU. That PC came with a GTX 1060 already. If you are getting bad performance and FPS drops it's probably the CPU bottlenecking the graphics card. An FX 6300 is a very poor choice with a GTX 1060 and I'm not sure why they did it. I would take the video card and hard drives out of it and build a Ryzen or an 8th gen Core i5/i3 machine.

Build a new Ryzen 2800X when it comes out soon. that will KICK the CRAP out of your current FX 6300.. I know my Ryzen 1800X beats the crap out of my old FX 8150 CPU!! I am a AMD fanboy sorta.. like to support the little guy over Intel (for desktops). I have a bunch of Laptops (lots of people in my family / extended family) and most have intel CPUs being most of the time they are a lot better for laptops.

Little bit confused on what you are saying. Your saying get rid of the card and the hard drives and then buy the CPU motherboard and memory that you linked? since the problem is just the CPU should I just buy a new motherboard and CPU or even just the CPU that you linked? I am an Intell person my self now with this experience.
 
GTX1060 6GB is far more than enough for LoL.
This game is heavier on the processor side. Your FX6300 is the problem not your GTX1060 6GB.
Buying GTX1070 or higher will not change much, since your FX6300 is the culprit.

I would get a new processor, mobo and RAM instead of upgrading the GTX1060 6GB.
Get either Ryzen or CoffeLake platform. Make Ryzen 5 1600 or I5 8400 as your minimum and you are good to go.
Looking at how pricy the GPUs are today, the budget to get a GTX1070 should be enough for your processor upgrade.

I'm saying for the money you would spend on a GTX 1070 (which won't fix your problem) you could buy:

1. New much better CPU
2. 8GBx2 DDR4 RAM kit
3. Standard Z370 motherboard
4. Windows license (as yours is linked to the current motherboard and will invalidate) (I forgot about this)

Your graphics card is really good and the CPU isn't. I would buy those 4 things and install the new motherboard+CPU+RAM directly into the case. Then install the card you already have which is fine and the hard drives can be part of the new system. You would need to reinstall Windows after doing this with your new key as OEM Windows keys are not transferable.

You cannot buy a new CPU only because your motherboard only accepts old AM3 processors and not AM4 or Intel processors. There's nothing wrong with AMD it's just they gave you an old one that's not very good.

The Intel system would be about 10% faster for almost the same cost. This is why Intel has the advantage right now. Even a Ryzen 7 1700X will not be as good in games (although it would be way better for content creation/encoding/streaming).

MSI - Z370-A PRO ATX LGA1151 Motherboard, 8th Gen Core i5-8400 Processor, and G.Skill - Ripjaws V Series 16GB (2 x 8GB) DDR4-3000 all work together. 8th gen Intel only works with Z370 motherboards. They will accept any DDR4 kit generally. Same goes for your Windows license if you have the original OEM Windows the PC came with you can't transfer that and need a new license. Your license is bound to your motherboard.

You'll need to buy new DDR4 RAM. New motherboards (Ryzen or Skylake to Coffee Lake) do not accept the DDR3 that AM3 processors use.

Don't worry about GHz it's not a useful way of comparing processors anymore. The i5 8400 is very modest and outperforms Ryzen processors and destroys the FX6300. The 8600k the best and will last you 6-10 years. The i7 8700k, Skylake-X, or Treadripper now those would be the overkill.
