It's not the motherboard or your graphics card even that is the problem but the processor. Any CPU on the AM3+ platform is going to limit the performance of a GTX 1070 or 1070 Ti or GTX 1060. Your FX 6300 processor is the weak link.
You do not need a GTX 1070 to play League of Legends. A card such as a GTX 1050 would be more than enough. That game requires not much GPU power at all. I've run it on laptops that don't even have a GPU. That PC came with a GTX 1060 already. If you are getting bad performance and FPS drops it's probably the CPU bottlenecking the graphics card. An FX 6300 is a very poor choice with a GTX 1060 and I'm not sure why they did it. I would take the video card and hard drives out of it and build a Ryzen or an 8th gen Core i5/i3 machine.

Little bit confused on what you are saying. Your saying get rid of the card and the hard drives and then buy the CPU motherboard and memory that you linked? since the problem is just the CPU should I just buy a new motherboard and CPU or even just the CPU that you linked? I am an Intel person my self now with this experience.
I'm saying for the money you would spend on a GTX 1070 (which won't fix your problem) you could buy:
1. New much better CPU
2. 8GBx2 DDR4 RAM kit
3. Standard Z370 motherboard
4. Windows license (as yours is linked to the current motherboard and will invalidate) (I forgot about this)
Your graphics card is really good and the CPU isn't. I would buy those 4 things and install the new motherboard+CPU+RAM directly into the case. Then install the card you already have which is fine and the hard drives can be part of the new system. You would need to reinstall Windows after doing this with your new key as OEM Windows keys

You cannot buy a new CPU only because your motherboard only accepts old AM3 processors and not AM4 or Intel processors. There's nothing wrong with AMD it's just they gave you an old one that's not very good.

The Intel system would be about 10% faster for almost the same cost. This is why Intel has the advantage right now. Even a Ryzen 7 1700X will not be as good in games (although it would be way better for content creation/encoding/streaming).
