GPU wildly fluctuating power

Hello friends, I recently swapped out my reference RX480's cooling with an Artic accelero mono plus. Everything seems fine until I try and play a video game. MSI afterburner shows wildly fluctuating watts (30 - 110) and this caused me to suspect perhaps my power supply was at fault here, but I popped the card into my brother's computer with a more premium power supply and the same issue arose. Did i perhaps damage my rx 480 during installation of the aftermarket cooler?

Edit: Within the 10 seconds I can get Heaven's benchmark running, temperature never rose past 55C and leaving my computer on idle the GPU stays at 30C.

Edit 2: I put my reference cooler back on and the card works perfectly fine. I assume I am improperly cooling the VRMs because looking at other people's builds, they dont even cool their VRAM which I went out of my way to do.
 
Solution
If you put it under load for example Furmark does the wattage fluctuate? If not then its because of games, for example if you ever heard Crysis 3 skybox test you know that GPU is pinned 99% and gives better resoult than most of stress test.

Yup, I posted heatsinks exactly where the pads where.
