75W TDP video Card = 75W maximum draw?

The video card I'm considering is advertised with a TDP of 75W. Is it correct to assume that (since it doesn't have an additional power connector) it can/should only draw a maximum of 75W at full load from the PCIe bus?

75W is maximum PCIe slot is rated for so any card without added power should work in it. Most of them are closer to 60w than 75W of electrical power anyway.
