No post on Boot - no video but max fans

Hopefully this is my last post here about this computer.

After a damaged CPU in the mail, I finally received a new one from somewhere else for my new computer but it still won't boot.

All fans are full speed, no throttling
CPU makes heat at base of heatsink
No post, I have a speaker
Using built in graphics
RAM is DDR4 2400, exactly what both CPU and MoBo support without ANY OC.
The PSU can perfectly power other computers

If I remove both sticks of RAM I get the post I should, 3 beeps. If one or both is in, any of the 4 slots, no POST, back to before.

The HDD is empty, formatted, (no OS, no files) but that shouldn't make any difference.

Note: Being fairly new this MoBo and CPU don't have a lot of information on compatibility. Everywhere is says "supports 8th gen intel core processors" and the 8350K is exactly that. No BIOS update needed for anything?

First i would carefully check for bent pins, second check if ram is firmly there (i almost burned my PC because of that doing in dark),

Before trying to start up PC, clear cmos (remove battery, unplug PSU from wall, then switch PSU on and HOLD power button for 1minute~, and plug everything back) now depends try to start with 1st slot then try rest of slots (sorry for doing again, try without HDD or any peripherial , just use monitor).

Did you plug CPU power connector and checked that 24pin is firmly in there?

Usually i've had issue with my friends PC, without ram it beeps, with ram just "Dead" but starts up.
