Hyperthreading only shows same amount of cores?

If Hyperthreading makes 1 core theoretically function as 2, why do some Intel processors say they have Hyperthreading, but have 4 cores and only 4 threads? Shouldn't they have 4 cores and 8 threads? And which one is better? Thanks!

Solution
2c/2t, 4c/4t, 6c/6t, and so on, aren't hyperthreaded.
2c/4t, 4c/8t, 6c/12t, and on are hyperthreaded. Perhaps you misread something?
Which one is better depends on what you're using your pc for.
