A graphics Card for optiplex 755 less than 75 watts

I need a graphics card for the optiplex 755 (half height). he power supply is 275 watts

1030, 750ti or 1050 are your best bet.

There is a 90* riser bracket that allows full height cards in the DT versions of the Opti 755. Prices vary.

The low profile 1050s have a hard mounted DVI port in the 2nd slot area that can be an issue in those computers. The Zotac GTX1050(Ti) Mini is a short 2 slot card with a 1 slot bracket but it's full height. I can't guarantee it will fit. The other low profiles mentioned have a cabled VGA port that can be moved behind the card or left off.
