Win7 Boot Repair Cycling

I can restart my computer, and it immediately goes into the choice of boot startup repair, or boot normally. When I select boot normally, it goes to the starting windows screen. However, on this screen, the windows logo never appears and the computer goes into Computer Repair.

When using the command line, chkdsk and all the rebuilding of the system32 folder does not work as far as I can tell, having done both twice. I do not have a Win7 boot disk or repair disk, and I don't have a machine I can get one on.

Is there anything I can do that I haven't done?
 
You don't need another license. You just need installation media. Download it.

If your windows is OEM licensed (on some brand pc), then you can get installation media from manufacturer support service.

If all those options are unavailable, as last resort you can get installation media from P2P networks also. Just be careful. You may get infected content this way.
