i5 4690k W/ H60 Hot?

Hi! Recently bought a pc from Ebay, and noticed it's pretty hot. PC Specs: i5 4690k, Corsair H60 cooler w/ a push&pull config, MSI Z97 Gaming 5 Mobo, 8GB Adata Ram, Gigabyte Gtx 1060 6Gb, 600W Atng Psu (never heard of it 0_o), and a basic 1TB HDD. Seems ok on Idle, but after an hour of GTAV gets pretty hot, and it's not even OC'd :( I'm also concerned about CPU Core Voltage, not sure what the previous owner did but if the stock volatge is suppose to be 1.25v why is it so low?

Setup Pic (The pump is on CpuFan1, One radiator fan on SysFan1 & one on SysFan3, they are blowing air out, I also have a side fan near the Gpu blowing out, it's directly connected the the psu, and all of the fans are on 100% since they're quiet)

If you've come this far Thank You! Is there anything I can do to lower temps? Should I be concerned about that Core Voltage? Any advice is much appreciated! :D

@Volk The sticker on top says it was built 3/9/18 so I would hope it's still good xD however maybe I can reapply some new thermal paste on the weekend and see how that goes.

@Lutfij Oh man, well that's not reassuring :[ I'm not too big into switching out Psu's but maybe I can do that further down the line

@Volk Was hoping to OC since watercooler and good mobo, but if my temps get up to 75 on stock then I don't feel safe doing it :(

Word of advice: Intels 4th generation chips are still under warranty until November 2018. Just tell them you're chip has never been overclocked and it is having temperature issues. They will just send you a new one without debate as they don't really care for the extra i5 4690k chips they have laying around in the storage room.
