Change CPU fan RPM manually

I have a id cooling watercooling loop for gpu and cpu and I have my two fans connected via a dual fan connector on the cpu fan header. While on my PC, the radiator fans speed up to max rpm and then go back down, back up and back down randomly. Any help??
 
Solution
The CPU fan header is a true PWM fan connection. If your fans have a swansong and then ramp up again it's because the CPU needs the additional airflow. You may want to see if the radiator fins are clogged with dirt/dust/debris. What are your full system's specs? There are some boards that offer manual control of the CPU fan via a fan curve.
