Newbie - Core speed as seen from CPU-Z

I'm new to Ryzen CPUs and build a computer with Rzyen 5 1600 and TUF B350M motherboard. Everything went fine with build. However, when I open the CPU-Z to test, it starts with Core Speed of 3393 MHz. However, within few min it drops to about 1546 MHz. Anyone can shed some light on why it drops to 1546 and if its normal.
 
Solution
When comp idles, it drops CPU speed to save power and increase its longevity (lower speed=less heat). Check the speed at full load, with game or something else running, and only if then you don't see max speed (or almost max) you have anything to worry.
