Random fps drops - overheating vram? How to be sure?

Hello!
I got a problem with random performance drops either fps in games or computer starts to be very laggy or starts to stutter while doing stuff on desktop. It's totally random at whatever load i put on it.
I did multiple scans on Malwarebytes, re-installed drivers (DDU and stuff), re-installed Windows, tried different hard drives, I'm cleaning my system less than every month, It's really clean. Problem persists.
My config is:
-Gpu: Sapphire RX550 4gb
-Cpu: Fx 6300
-Mobo: M5A78L-M LX3
-PSU: 800W gold
-1xHDD WD 500gb 1xHDD 2TB Seagate


I think that my vram is getting hot.. I seriously dunno how to solve this issue, I tried even downclocking. Also, when I go into Bios it's kinda choppy when I go through main menus, (left, right) I suspect it's a mobo but I need your help to see deeper into this problem, there are no heat sinks on vram.. :\
I updated Bios to latest version supported by my mobo.

I've changed thermal paste on my CPU, I got HyperEvo 212. Didn't Oc. It's around 60-63c while in games, 36c-ish on iddle. My mobo is 56c on iddle tho, gpu 45c

If I messed up the airflow a bit it should create this huge of a problem, right? I mean during game sessions my fps drops from 110 to 10-15 for few seconds, then shoots back up. It sounds like a overheating problem but I'm not sure what is causing it. No matter the load it does that random stutter, even my damn mouse on fresh install of Windows isn't smooth like it should be <,<

I would check to see if you're thermal throttling. The max safe temp for the 6300 is 65c and you are pretty close to it. Download Afterburner and when playing games keep an eye on the CPU and GPU graphs to see if there are sudden down spikes while gaming to see if thermal throttling is your issue.

So yea, my CPU was overheating. I thought 36-40ish was fine on idle. But it seems while I was cleaning my cpu (putting new paste, cleaning fans) I didn't realize i didn't clean dust between aluminium blocks. I don't know the exact name, but you know how hyperEvo 212 looks like. There was dust between all that aluminium blocks :/ CPU is on 29c on idle. Gonna test it now and check for some fps drops and stuttering. :)

So this is the deal - no more random fps drops, but there are idk how to describe it, input lags in games/desktop. It's like game is running in slow-motion on 110fps.. It's weird to describe it. When scrolling web page on Google Chrome there's some kind of a skipping not scrolling smoothly.. Is it maybe a failing HDD? My mobo and cpu are cool atm, when gaming/idle. But this delay/slow is noticable if you're not a casual user... It's annoying def.

Hey, Sorry about not replying. If your still having the issue make sure the Graphics card driver is installed and that V-sync/G-sync is enabled on the computer as well as your monitor.

I've boosted for +20% power limit in msi afterburner since my version of Radeon Settings doesn't have Wattman. And for now the machine is doing kinda fine, no stutters. Yet I'm afraid for mobo now since i don't know how much of W can Mobo allocate to PCI-e slot without frying my slot.
