VRM throttles the CPU at low temperatures.

So I have an i5 2400 3.4Ghz which gets throttled because of the vrm heating up. I have been having the issues from the last two years.

Back then when I had the stock cooler the CPU didn't throttle even at the 75'c but now it can not even cross 72'c.

I had bought a Cooler Master Hyper TX3 EVO in 2015 and I think it was faulty so I thought that's why I was getting the issue then I bought the Cooler Master Blizzard T2, and it worked just fine for a year but as soon as the temps crossed 70'c my CPU started to throttle again. The frequency dropped again to the 1.5Ghz from 3.1Ghz. It was fixed by cleaning the heatsink and reapplying the thermal paste.

Now I have gotten the same issue and I have ordered Cooler Master Gel Pro to reapply the paste again but the problem is that I am trying to find a permanent solution.

So Is there anyway to keep the vrm cool? My cabinet is fine, I have Cooler Master CM 690 III.

Also I have done some research about the CPU Coolers and got to know that the CPU Coolers which have the fan on the top tend to keep the VRM cool along with the CPU that's exactly why even when the temps were so high with the Stock cooler the frequency didn't drop because the VRM was cooled down along with the CPU.

Is there any other way to keep the VRM cool? Should I change my CPU cooler to something like Cooler Master Vortex Plus? Because it has the fan on top of the heatsink not on the side.
