Are all modern CPUs capable of handling most games?

Are all modern CPUs (say, AMD A8's or i3's and above, from 2013 onwards) capable of handling most games? Or do they pose a significant bottleneck?

Playing most games as in no matter how poorly? Sure, pick nearly anything you want that is at least 2C4T.

Playing most games WELL? For that I'd set the bar to at least i5-3470 or Ryzen 1400.

Playing most games REALLY well? Bump that up again to i5-8400 or Ryzen 1600.

All currently released AMD A-series APUs (e.g A8-XXXX) are pretty much obsolete.

I'd all Ryzen 3 and up, as well as Intel i3 8th gen (quad core) and up can handle the majority of games at around 60 (average) fps. Ryzen 5/i5 8th gen would be the sweet spot for gaming right now IMO.
