Getting Low Frame Rate in League (GTX 1080)

Hey guys!

I'm having issues with low frame rates in League of Legends.

Specs:
i7 6800k Stock
MSI X99A Gaming Pro Carbon
32GB 2133mhz (has XMP but isn't stable when turned on currently)
MSI GTX 1080 Gaming X
Corsair RM850x
CPU temps: 30 degrees C (in game). GPU temps: 40 degrees C (in game).

I've built this fresh rig and frames in league are at 100. It REALLY gives me a vibe that something is limiting it but please don't approach this issue as if there is, it's just a feeling i get as it hovers at 98-104.
All settings are set to max, anti-aliasing, vsync off and FPS uncapped.
Others have reported low FPS with 10 series cards but this seems odd as my older GTX 780 MSI Lightning gets 180 easily.

Upon searching videos online, others with a 1080 are getting much higher frames and so this seems to be a 50/50 issue.

What i've tried:
Updated graphics drivers to latest
Set power plan to Best Performance
Disabled HPET in motherboard (did nothing so i re-enabled it)
Turned off windows DVR settings

This isn't a cheap rig and really feels like it should be hitting much much more although i'd be happy with a stable 144 for my 144hz monitor.

[strike]My next step is updating windows and seeing if that helps, but I just have a feeling this won't do anything. Does anyone have any suggestions?[/strike]
EDIT: Windows is already up-to-date... Now I don't know what I can do?!
EDIT2: We updated the drivers in the geforce experience software which added some 3D Vision updates etc and we now sit at 120fps, but it still feels so low. A game like this should easily run 144 stable on a higher end 1080.

The monitor shouldn't have any bearing on FPS performance rates but it's the Asus VG248QE running at 1080.
The GPU currently is not overclocked but will be tomorrow. It should have more than 100 FPS if my GTX 780 gets 90 stable in league.
 
Its one of two things:
- CPU bottleneck. Yes, I know you got a great processor. However, older games such as league aren't optimized well and it's probably only using 1 or 2 cores. That processor doesn't get good single core scores.

- PCU limited. I don't find this to be very likely. However, the Graphics card utilizes 400W, leaving only half for the rest of your system. Your CPU uses about 170W if it's overclocked. That leaves 230W for everything else. I think you get the idea. Again, not very likely in my opinion, however, I play League and get well above 200 FPS with this setup:

Mainboard: Optiplex 7010 (All Builds)
CPU: Intel Core i7-3770K
GPU: Zotac NVidia GeForce GTX 1080 Ti Mini
GPU 2: AMD Radeon HD 7750
RAM: Corsair Vengeance Pro 32GB
SSD: Samsung 850 Evo 500GB
HDD: Western Digital 7200 RPM 500GB

As you can see, the only thing I have over you is my GPU, and my CPU has a better single core score. That is what led me to those answers.

If i remember correctly, League of Legends only uses 1 core and does not support hyperthreading technology. The OP's CPU seems to be strong enough to get up to 144fps easily even without OC'ing.

Otherwise, the idea about PSU configuration and wattage seems promising.

Just a little update. We ordered a display port cable, set up the resolution in the display settings to be 1080 under the 'PC' section, not the 'ultra hd' section and set the hz to 144.
We went back in game with nothing else changed and low and behold it's getting around 120 stable. I bought the 6800k with a good XMP ram so that they could be overclocked however, sadly the XMP isn't stable just by turning on XMP, so we're going to have to overclock manually. We'll see how that goes, i'm assuming it'll hit all the numbers i'd like once we do that. Thanks for the responses guys!
