CPU is too cold is it a problem?

My cpus being at 23-25 degree celsius,not saying that its a bad thing but is it possible the cpus not a 100% fitted into the socket?
Amd fx 8350
MSi 970 gaming mobo
GTX 1060
16gb ram

1. If the CPU isn't installed into the socket correctly, you'd be experiencing problem trying to boot the PC.

2. Insofar far you mention 'temperature' rather than 'thermal margin' suggests you're not using AMD Overdrive to monitor your thermals. Other monitors are inaccurate for those CPUs which would explain the apparent low reading you're reporting.
