From what i've heard, you will need to upgrade the psu to be able to do anything really. I also need a case fan and a graphics card that will fit. I was looking at a RX 560, but I don't know if that bad boy would fit or if it would draw too much power. I would get something better, but I am on a huge budget.

So, rundown on what I need: PSU (that will fit) GPU(I want the RX 560, but I'm willing to compromise) Case Fan (again, needs to fit) Hard Drive (500 GB is good, but needs to fit in computer) and RAM (only if you think 2 sticks of 2 GB will not be enough)

Solution
It's a lost cause trying to upgrade that SFF case to gaming spec in my opinion. Case too small, overheating will be a problem, no room for a cooler, choice of gaming GPU very limited owing to size of case, etc etc.

Start from scratch with a full-size case and your component options will be much wider.

Start a new thread in the Systems Forum, stating that you want to make a new gaming build, and state your spending budget.

This might help.
Optiplex 790 doesn't need a new psu to be a decent gaming system. Now it isn't top of the like but it is the latest and greatest for last years gaming rigs.

My Optiplex 790 is as follows
Default
i5-2440S
Dell D28YY Optiplex 790 Sff Motherboard
Default memory 2x2 Samsung
Added another 2x2 Samsung I found from another optiplex 780
Added SSD to improve OS and a few games (Kingston 120GB)
GPU: GT 1030
Runs well
can play Fortnite at medium settings.

Essentially everything as it is with a swap of GPU and added memory and storage.
I wouldn't try this if you have an i7 core though. Might draw too much power.
