PC,Black screen and loud fans

I had some spare parts at home and when i put them all toghether pc would tunr on iw wold be a black screen with fans all the way up.
Specs are
p4
asus mobo
4gb ddr2
radeon hd 6***
400w psu

With all due respect, but if PC-electronics are shortened electrically by whatever, they are in for it. And although i know PCs can be quite dusty and dirty from inside, this at best makes cooling a problem, by reducing airflow, and /in extremis/ making fans stop - to have dust become a problem electrically, you need a good dose of water... or a heavy smoker, and some like, eh, ten years.
So even if a spray could have saved the PC, it is too late when no picture comes from the screen.

The correct way to check, is,
(1) use a replacement-PSU
(2) then check if RAM is seated correctly (beeping is a good indicator, so make sure a speaker is connected to the board)
(3) have a look at the pins of either CPU (AMx) or socket (Intel) for being...

(4) check everything, starting with the GPU, on/in another MoBo

In most cases you're now done with no-post-no-video-problems, and have the damaged part in your hands.

This issue was happening to me on my Acer TC 885 desktop. I tried the above solutions and unfortunately, it didn't do the trick. What worked for me was removing the Intel graphics driver that I thought would work fine to update and replaced it with the ACER/Intel graphics driver (even though it was an older driver) . The fan acceleration after black screen disappeared after that.
