Also.. should i consider buying new cooling solution if i'm reaching about 75°C @ maximum utilization?

And are my temperatures measured right because i use hyper-threading or something like that and because of that i see 16 cores in utilization but only 8 in temperature measuring.

I'd suspect a glitch in the monitoring software. Your cores are most definately not running at 18GHz. Sometimes you can get weird results like that that can be safely ignored.

Your CPU has 8 cores. That's why you only see 8 cores in the temperature readings. Those cores can process two threads simultaneously, which Windows (or any other OS you care to run) interprets that as having 16 logical cores. But remember each two of those logical cores is the same physical core on the die.
can't answer you on the core question, but cooling - 75C for a max temp isn't bad - if you plan to OC, you'll need a better cooler

on temp measurement - googlle for and download Intel's XTU - (Extreme Tuning Utility) - it reports a number of values including temps, and i kind of assume intel knows how read their own sensors - and compare what it shows compared to whatever other utility you're using.. If there's a difference in the two readings, download HWMonitor or HWinfo and compare them as well - if two or more agree with intel's readings, throw the one that doesn't out
