Game Lag/Stutter/Bottleneck dont really know what it is.

First of specs: Asus M5a97 r.20 mobo, Amd Fx-8370 4.0ghz 8core, Gtx 1060 6gb oc, crucial sport 16gb ddr3 1600mhz, 1tb hard drive WD, corsair h100 water cooled cpu
In game of r6 i have 1920x1080 80fov 60hz/144hz all low settings the menu stutters/lags
PLEASE HELP im honestly thinking of getting completely new cpu,mobo,ram,hdd/ssd

haha, this is clearly not a hardware issue!
if this was laptop i would say connect the charger.
but since it's not, you'd better take a good look at your windows power plan settings.
does it happen to all games or just R6?

What power plan do you have your PC set to? One person on a thread about this on Steam said setting the power plan higher fixed it. That said, it should be set to Balanced by default if it's a desktop. His was set to Power Saving, so he may have been using a laptop.
