Explorer.exe crashes when clicking on the Start Button on the taskbar

Hello,
I have run into a problem since about yesterday evening when explorer.exe would crash whenever I would [strike]press[/strike] click on the start button on the Taskbar.

Yesterday it was barely a problem it because it would only require a restart of the process, but as I'm writing this it has gotten to where it crashes very frequently when I press the start menu, and the process will not resume after ending it and restarting it, requring a restart of my computer. I have run a src /scanall command and it did not fix the problem, and I made sure I installed all the avaliable windows updates. I have noticed that if I tend to leave it a lone it can sometimes unfreeze itself but this takes a very long time, and it will just go right back to freezing later.

Windows 7 Home Premium
AMD 8350 8ghz
GTX 970 4GB
12GB Ram

I tested the drive with a partition software and it came back with no errors. As for the RAM, i've tested it using windows startup repair and it said it was fine. I took one of the sticks out and put it back it and it fixed the issue for a few days but it's just started back up again as I'm writing this now. I just want to know if it's a software issue or a hardware issue, because at this point I'm willing to just reinstall my windows.

I have noticed: This usually involves games or steam. Once I launch Steam or start playing games is when it begins to freeze.
