CPU very high temp when idle

So i recently bought a Dell Inspirion 5680 and it came with an I7 8700 CPU. So when i started to play the tempt in the CPU was very warm so I installed a CPU temp program that checks the temp of my PC and it said it was at 60-80 when idle and playing games (with low graphics) up to 85. I knew that normal temp at idle was below 30 and with games maybe 50-60ish but no where near 80. I got a new CPU fan which I will link below, and the problem seems to be reoccurring. Dell support said it was the other parts in my PC causing it which was BS since EVGA said its probably the fan. So I am lost now, no idea what to do on how to reduce the tempt. BTW I don't overclock and the degrees are Celsius.

I already double check the thermal paste and make sure it is screwed in tightly. I do not know if this is normal for i7 but I really do not know. Any help would be great. Thanks

Also one more thing, when my CPU temp is 60, the load is 30% something 20%. But right now at idle, the temp is 50 and load is 2%.

Any other info you need to help me fix this problem will be given out I just don't know which info is the best for this problem, please ask for info if needed.
 
I've seen two cases already of inadequate cooling for an 8700....

My guess is you'd need a much larger and better heat (or AIO fluid-based cooler) sink to bring the temps down, as I doubt Dell will help you as long as it is not overheating and shutting off....
