Far Cry 5 - Low gpu usage with good hardware

Hello! My system specifications are:
GPU: Evga sc2 1080 TI
CPU: I7 7820x (@4.8Ghz)
Mobo: Rog Strix x299-e
Ram: G-skill Trident Z 24gb
I have the game installed on an m.2 960evo ssd (I've tried installing it on another storage device as well), yet the game (as well as the recent "A way out") has numerous texture pop ins/lighting bugs and the gpu usage hovers around 40%-60% with the CPU at around 30%. I've set the program as high priority, ran it as administrator, yet the issue is still there. Running at all ultra 3440x1440 and Im getting around 40-50 fps. I can only launch the game through a vpn at the moment, but even when unplugging ethernet and booting it up offline - same issues occur. I don't have he issue with other games, other than "A way out" through origin, and have searched everywhere for a solution. Any idea of where the issue could be? I've done a clean install of the new drivers, and also reverted to old drivers but nothing fixes it.

Edit: Forgot to mention that temps are all good. GPU hovers around 40 degrees and CPU between 30 and 40

It hasn't launched yet where I'm from. Since the issue is still there when I'm completely offline - I would assume the VPN is not the issue right?

No just go into "msconfig" and select the max amount of cores you have in the box.
