USB HDD - not enough power?

Hello,
I have a WD600BEVS HDD taken from an old laptop, which is still working and I want to use it as external HDD via USB to SATA box (AXAGON SLIMPORT).
The problem is, that my PC don't recognize it (even no "new hardware" plays) although the HDD spins up and the LED turns on.
I suspect the power, which seems to be not enough. On the HDD case, there is 5VDC@0.55A, and I'm not sure, if the USB can handle it. It doesn't work in USB 2.0 as well as in 3.0.
If is it needed, I have ASUS B85M-G board and Seasonic SS500ET PSU.
Could it be because the low power or something else? And if so, is it possible to somehow raise the max USB power?

The following WD5000BMVU USB 2.0 HDD also needs 5VDC@0.55A (shown in the photo).
