Are there any sites that you can order? as @geofelt asked?
Like amazon, ebay, your local site?
Usually 1156 and xeon and 8GB ram, low budget PSU like FSP group (you cannot go wrong with them, just make sure that you dont take older models than 2012) some random CPU cooler or stock, case?, as for GPU, that is tricky choice, HD 7850, R7 250 and above same as R7 350, Nvidia GT 560/660 and above GTX 400 series, and also 750Ti (if can find under 80$).
Now if you can search for those parts and post what is avalilable we can pick off.
CPU- X3450 around 30$
Motherboard-Asus p7H55-M which is decent (probably it would need bios update, asking seller would be better) 40$
Ram- well any 8GB DDR3 1333MHz or 2x4GB DDR3 1333MHz 50$
Cooler- WEll from china, they have decent ones, like with 4 heatpipes (hyper 212 evo knockoff) 20$
PSU- Lets wait soo we can see fromw here you can order
GPU- 7850 which can up to 80$.
Total: 200+ PSU + tax but i think under 50$ there shouldn't be any tax
If you are willing to upgrade, ram can be transfered to 1150 socket and use i5 or i7. Or sell and buy whole new rig.
