FPS fluctuates in game

Hi, I just upgraded my PC last night with a new mobo, CPU, and CPU cooler. Everything else is pretty much the same.
PC Specs:
i7 8700K
GTX 1070
16 GB RAM
Z370 F ROG Mobo

The fps drops significantly in game when I spam my mouse cursor movements, when I get into gun fights, etc. It's not stable. I downloaded all the drivers, updated drivers and what not. Anyone got a quick fix? Thanks.

Just for graphic card and system (Mobo, psu, CPU) error elimination purposes.

Have you tried a different Graphic card?
Have you tried your graphic card in another pc?

If you can generate the same graphic error (FPS drops) in another setup, you should test your GPU temps while gaming.
If you get the same error (FPS drops) with another Graphic in your current system, then it's your system fault.

It's really important to monitor your CPU and system temps. If they're to high then you have a cooling issue and you should get your friend to install a closed Water cooling system Like the Corsair H100i or even a H80i should be enough.
Let just add the standard system fan cooler (top down) DOESN'T cut it for demanding games...
On which settings are you running them and is it from Hard Drive or SSD?

Is ram set to XMP profile?

And did you clear CMOS?(this is sometimes usefull)

You didn't meniton which powersupply are you using , did you plug 8Pin (4+4) to CPU power, and how did you connect to the GPU powersupply, 1 cable or 2 cables (seperate 6 and 8 pin)?

Yes we did set the xmp correctly, not sure about CMOS, and seems to be a 8 pin for the cpu power, and seems to be 8 pins connected into the GPU. Sorry, I didn't build my PC my friend did lol, but yeah for the gpu pins, seems like it's 6 + 2. I have a 750W power supply btw

the right question would be how much the fps drops.
fps fluctuation is a common thing. what we should analyze is if the fps actually dips below the average setup.
what's the max fps, what's the min fps? which game? which version of nvidia drivers did you use? have you tried 390.77?
having max fps 140 then drops to 70 or 80 isn't a weird thing.

When I move my mouse around in Fortnite I see it drop from 100 to get as low as 19 and it just runs within that range constantly

for Temp monitoring you can use HWMonitor (https://www.cpuid.com/softwares/hwmonitor.html)
Please post all temps reading frome HWMonitor in here.
