When in safe mode internet speed on PC is high (around 50 Mbps) on normal mode it is maxed to 10 Mbps only

My PC is a desktop that runs Windows 8.1 Pro and uses a TP Link wireless router.

At first I thought it was just the ISP doing maintenance, but then I noticed my laptop still has the same speed of 50 Mbps our family is paying for. Tried to reset the router and modem. Still at 10 Mbps.

I tried running Windows bit Defender, it found a single Trojan file. Which I quarantined and removed hoping that was it. Also ran Adwcleaner, just to make sure nothing was amiss.

For a single moment after rebooting the PC. The speedtest.net result was 25-35 Mbps. Then after 2 seconds it became limited to 10 again. At this point, I am fairly convinced it is a renegade startup program.

Went back in safe mode again. And listed down startup programs that was used and did the same with normal bootup. Tried to see if I could close down non familiar programs (especially those with network usage) and checked the speedtest results. It's still the same and I am heavily stumped.

Perhaps it's a program/virus that restricts my internet use? The laptop can browse and watch streaming videos with no hitch but my fairly decent PC struggles at 480p videos which is breaking my heart.

Any help would be appreciated. I'm still trying to scour the Internet as well for any solutions and if I manage, I hope this thread can also help others with my problem.

If you're sure you arent downloading anything and windows arent updating it seems like Petrossa is correct , might have a virus or something. Either use a good antivirus or clean install windows.
