Do I need to upgrade my system?

Hey,
So I have been wondering If my computer has a problem or I simply need to upgrade to get more performance. I suffer annoying frame drops in many games and It frustrates me since I believe I have a pretty good system. For example was playing far cry 5 today with my friend and my CPU usage hits 100% considerably often and I note that whenever It does that is when my framerates drop. I simply want to maintain 60 fps at 1080p and I can't always seem to for whatever reason. Also on most games my GPU usage doesn't get overly to high like usually 50-60 except on like the witcher 3 with hairworks 8x AA on gets to like 90-100% with my cpu being that high as well doesn't usually pass 95 though for the most part. I actually run the witcher 3 quite well for the most part besides in like novigrad where the cpu usage seems to be heaviest.
(I have perfectly normal temperatures nothing is getting too hot.)
Thanks for any replies in advance.
My Specs:
CPU:i5-4690k 3.5GHz OC@4.2GHz
CPU Cooler: Hyper 212 Evo
GPU: Asus Gtx 1070 OC@120Core Clock 125 Memory
Motherboard: MSi z97 Pc Mate
HDD: 1TB Toshiba
SSD: 250GB Samsung 850 EVO (Windows Is loaded on this not all games tho obviously)
Ram: 12GB Kingston Ram-Stock speed 1600MHz have it overclocked to 1866MHz
PSU: EVGA Supernova 550W

If you want my opinion drop a 4790k in and you will be good for few years. This would be quick and dirty and cheaper

I was thinking about getting a I7-7700k but for me in Canada to get that new ram and a new mobo is like almost 700$ so quite a steep price I got about 300$ saved up at the moment. Also isn't a 4790k a pretty old cpu I realize its still good but If i was to upgrade wouldn't i want a more modern one? (Released this year or last year)

There isn’t a huge difference between the 4790k and 7700k so you are paying a lot more for a bit more performance. If you are going to upgrade to a new platform then you might as well go 8600k or 8700k. The 8600k is about the same performance as the 7700k.

For me the 4790k is about 515$ just alone which is still quite a bit of money, but I also wanted to know if my CPU actually is 100% my problem in terms of me dropping FPS because the 1070 is quite a beastly card to be honest so.

12 GB of RAM, is that running in dual channel mode fully or do you have 3 sticks in there?

Also your system is overclocked, did you check temps to make sure system is not lowering speeds due to heat?

I don't see much difference in changing CPUs that is worth it without changing things out for a current gen CPU and newer motherboard.

Yeah the temps are fine well within norms and that's what I was thinking probably just gonna save up for the i7-8600k or something and a new mobo and ram tbh.

Also Ram is running in dual channel mode I have two sticks.

Going to be honest, that system should be fine for a few years more, if my system wasn't having software/hardware issues i'd run it for at least two more years. sounds like you might be at the edge of your efficiency curve on your PSU, i'd keep an eye on that.

as for a 4790k, look on the classifieds or ebay, they are still a bit expensive on sites like Aliexpress

Ive never really used ebay so how does it work because I found some 4790k's there for some really good prices and is it easy to win the bids on it and stuff?

So I think I've resolved to buy myself a 4790k since I don't need to upgrade mobo how big of performance gains can i expect to see? Is it reasonable to assume it wont be bottlenecking my 1070?

If you have an 8 and a 4 gb stick, you are lowering your performance, that is not fully dual channel mode, read this https://www.quora.com/Whats-the-downside-of-mixing-differently-sized-RAM-modules

You should get a second 8 GB stick if you want to run it in proper dual channel.
