CPU heatsink spins very loudly on very high FPS- is this normal?

This happens especially in menu screens in games, where my FPS reaches 400-1000 FPS. In some games I am able to cap the menu frame rate but in some I am not able to do so. Is it normal for it to be so loud when I get really high FPS? By the way my heatsink is the ID-Cooling SE-902X. It is also quite loud during gameplay, it keeps my temps low at 54 degrees Celsius when playing games, which is good, but I notice that it is a bit loud. It sounds like it is at least well above 50 dB.

Is this normal? Or should I upgrade to another heatsink?

It's quite normal, that's why it keeps temps down. Which processor do you have ? It's not a very efficient cooler, not much better than any OEM one.
To insure quiet operation you need a cooler with much higher TDP than processor at it's highest load.
