Need some advice on what kind of a tier this PC is in :)

I've been playing alot of R6S and similar games recently and a friend of mine recommended graphics settings depending on the tier of the PC. Can anyone tell me if this is a medium end PC or a (low) high end PC? (Please dont judge on the RAM or storage , I'm about to upgrade the RAM to 16gb and add 1 TB Hard Drive : p)

ignore whatever your friend said.
you should be able to play on high settings on 1080p, so just set everything to high (don't go crazy with AA) and try to play.
If you have a good FPS, add even more settings.
If the FPS is not good, lower a bit some settings like the shadows and AA.

for that money you should have gotten a high tier gtx 1070 build

What are the issues? I copied this build from PC world and the only part I changed was the graphics card (1070 to 1060 because the 1070 was 200-300 euros more)

inferior cpu, inferior gpu, overpriced power supply, only 8gb of ram, overpriced mobo, no hdd + sdd combo

Im already going to be upgrading the ram and storage in the next couple of days, what's the next big part I should invest in in the future?

 
There is nothing wrong with your build.
There are few sub optimal choices - read you could save a bit on some components (like MB and CPU cooler are a bit too much) and invest in others like larger SSD (100 euro more would give you 1TB SSD) or better GPU.
Regarding the GPU, not sure how much you need better one right now. But after you are done with RAM, your system should be good for couple of years for 1080p up to 100Hz gaming. And obviously GPU would be the next part to upgrade WHEN NEEDED.
Your CPU is totally fine and there is next to none practical difference with 8 cores ryzens for gaming.
