For example let’s say if I buy a 4K monitor and I game doesn’t run well in 4K resolution, can I turn down the resolution to 1080p and will it look as good as a 1080p monitor?

Solution
It will scale well because 1080p lines up with 4k very well.

However gaming in 4k suck hard at the moment even with a powerhouse of a PC a lot of games just fall apart at 4k with frame drop/game freezing it sucks.

Get a 1440p/144hz monitor if you want a good gaming experience you'll get the increase resolution you want that is easy to run, also the increased frame rate will make fast paced games look amazing.

Yes, though different monitors can do it differently. Some do straight pixel to pixel scaling, so that 4 4K pixels are used for every 1 1080p pixel. Some just downscale the incoming signal. I believe there are monitors out there that offer the option to choose which method is used.
