GTX 780 ti Reference Edition won't work. Fan spins at 100% and no signal.

Hi,

Well, hope I can find a solution for this, I just purchased a second hand GTX 780 ti Reference Edition (Was tested before the interchange). I've tried everything to resolve the issue I've been experiencing with the card (Title of the article) since the first day of purchase. Despite the fact that, I mounted it properly to the PCI ports (used the other one for troubleshooting purposes) and also has been properly connected to the PSU (650 Watts BTW), is not working nor is being detected. From my end, I'm thinking that is not specifically the card that may have the issue, but my PSU. Why? Well, I've tried to turn my PC without even plug the PCI cables from PSU to the card and turned out that the card fan turned on at 100% (the sound is like a mini jet or something like that) with no signal at all. My PC just booted up like normally does, no error beeps, etc. The card always remains in that status until I shut my PC off. Certain sources state that the cards, in this case, might not be receiving the energy "needed" from the PSU.

Involving all the troubleshooting steps from various articles, I've tried them all. Even, cleaning the card gold pins with Isopropyl Alcohol thoroughly and ended up with no luck as well.

**Haven't tried with other PSU/PC yet, clean the card from the inside, nor use the famous "oven method" (Saw it from Linus Tech), since I wanted to see some suggestions or thoughts you might have before proceeding to it.**

Furthermore*** Sometimes the cards turns on, the fan spins normal, then turns off in 10 or 7 seconds leaving the card lights on.

Please, let me know if i was correct in regards to the PSU not sending the needed energy to the Card or any other opinion you want to provide.

All your help will be greatly appreciated. *Sorry for the wall of text btw, wanted to be as most specific as i could. xDD

Here I left you my rig:

Most likely thing is a bad card.

You have a good quality PSU, so having a used older card is pretty much the first thing I would look at. Make sure you have the right cables and power connections to the PSU, some people plug them into the wrong places on the PSU or use some cables not wired for the video card power.

Were you using another GPU before?
Is your BIOS set to primarily use the Integrated graphics instead of the GPU/PCIE/Auto?
The GPU fan is basically being powered by the motherboard PCIE slot's power, and the PCI cables from the PSU actually power the GPU's processor and other workhorse parts. It spinning at 100% means the fan receives power, but not whatever controls the fan speed.

I haven't used any GPU before. I had made my build like 2 months ago and due to the GPU craze with the mining stuff I hadn't been able to purchase any card at the moment, so as the 780 ti are basically affordable throughout this craze, I purchased it last week because of its power as well and since then I haven't gotten any luck with the card. The motherboard is technically powering up the card, but as you said that the PCI cables are for the GPU processors and other stuffs, it seems like is not doing it and I've been told multiple times on other threads (Linus Tech for instance) that my PSU is really good.
