Defective PSU causing GPU usage to fluctuate from 0% to 100%.

Guys, I got a used PSU, mostly for mining, and I put it in my rig and I am pretty sure that it is bad.
In heaven benchmark, at full detail, the GPU is fully utilised but it only consumes 95w, that being really freaking odd.
On games like nfs 2015 only 65-70w.
And in games it mostly fluctuates from 0 to 100% and it makes the game stutter and almost be unplayable, even with lower settings. It is not a cpu bottleneck, because the cpu stays at 60-70% while playing some pretty demanding triple A titles.
PSU:Super Flower Leadex Silver 750W (SF-750F14MT)
CPU: Intel Pentium G4560
GPU: MSI RX470 X GAMING 4G
MOBO:B250M PRO-VD.
SSD: SP Digital 120gb
HDD:WD BLUE 1TB
Please help me I don t want to fry all my components.
Is the GPU bad or is it the psu? :/

Taken from Toms review, it depends if it is monitoring just the pcie 12v or if includes power from the motherboard.

Total cpu usage of 60-70% does not tell you anything useful, it’s still possible to have a cpu bottleneck if 1 or more cores/threads are hitting 100%. From memory I think NFS 2015 can only use 2 cores/threads.

A PSU cannot cause a GPU to throttle. It either provides enough power and everything is stable or it doesn’t and you suffer stability issues.

I checked the other usages, of cpu 2,3, and 4, and they are all stable(70-80%max)
My question is: Is it normal that in heaven benchmark with everything turned all the way up, 1080p, my gpu to only consume 96w? I even put some settings in msia afterburner( power limit) and it still stays at only 95w aprox.
Is that normal whatsoever?
